Does Voter ID Law Hurt Minorities?

Is the Obama Administration accusing the black and hispanic communities of voter fraud? Sounds like it. Texas had over 500,000 fake voters in the last election. By providing ID to prove we are legitimate voters it keeps the fraudulent voters from casting votes that hurt the election. If blacks and hispanics are not voting fraudulenly they won’t mind showing an ID.
